Can melee units step on supply depot and attack downward? or do they have to walk to edge of building and attack as if it's raised.

They can be attacked, but only if you have a unit or ability that can see cloaked units and or buildings :)

I don't believe lowered supply depot is cloaked. Can you find reference on such mention? – Travis♦ Feb 12 at 4:11

Currently they can attack from on top of the lowered depot but it seems as if they target the edge of the depot.

Additionally, you do not need a detector to attack a lowered depot

The lowered depot is not cloaked. While you can go over the lowered depot, you cannot stand on the depot. Either you go over the depot to the other side our you don't go over. If the depot raises while you are over it, you are pushed to one of the sides. So you cannot use the depot to create a higher ground for fighting.

The lowered depot can be attacked just like any building.
